Balwinder Singh

Council Member

CMA Balwinder Singh is a Council Member (2019-23) of the Institute of Cost Accountants of India. He held the position of the President of the Institute for the year 2019-20 and Vice President of the Institute during the year 2018-19. He has been a Central Council Member (2007-11 and 2015-19) of the Institute.

Balwinder is a Fellow Member of the Institute of Cost Accountants of India. He is also a Fellow Member of the Institute of Chartered Accountants of India, the Institution of Valuers and the Licentiate of Insurance Institute of India, where he is also an Information System Auditor and Certified Arbitrator.

He qualified in the year 1996 and is a leading practising Cost Accountant. He has been actively associated with the Institute in various capacities since the year 1998.

Balwinder is the Director of the Governing Board of Insolvency Professionals Agency at the Institute of Cost Accountants of India and ICMAI Registered Valuers Organisation. He is also a Member of the Accounting and Finance Services Sectional Committee of Bureau of Indian Standards (BIS), Govt. of India and Task Force for mentoring and monitoring the Accounting & Statutory compliances of Assam Public Sector Enterprises.

He has been a Member of Government Accounting Standards Advisory Board (GASAB) constituted by Comptroller and Auditor General of India (C&AG), Government of India. He has also been a Member of Insolvency Law Committee, Committee on Business Responsibility Reporting, Committee on the revision of Depreciation rates under the Companies Act. and Committee of Experts to examine the need for an Institutional framework for regulation and development of Valuation Professionals, Ministry of Corporate Affairs, Government of India.

Balwinder has been Chairman and member of various Committees and Boards of the Institute of Cost Accountants of India. He has represented the Institute in various meetings and events of International Federation of Accountants (IFAC), Confederation of Asian & Pacific Accountants (CAPA) and South Asian Federation of Accountants, organised in India and abroad.

Balwinder is an Expert Speaker on Accounting Standards for the last 21 years and has addressed large number of sessions on Accounting Standards, Cost Accounting Standards and IFRS at various professional platforms and corporate houses.

He is Author of publications on Conceptual Clarity on Accounting Standards (including comparison with IFRS).
